The Greek Urban Policy Reform through the Local Urban Plans (LUPs) and the Special Urban Plans (SUPs), Funded by Recovery and Resilience Facility (RRF)

The lack of defined land uses in most parts Greece (80%) has led to multiple environmental problems and phenomena informal (arbitrary) construction with secondary side effects, such as a basic technical infrastructure, unfair competition among private investors, the strengthening climate change (increase number urban diffusion) decline natural cultural resources. Greek policy, over last 100 years, not succeeded limiting these for that reason new Law 4759/2020 is expected promote development more efficient spatial planning system reform implemented through Local Urban Plans (LUPs) Special (SUPs) are funded by Recovery Resilience Facility (RRF). These programs will contribute preservation heritage productive activities at both local national levels, especially on sectors renewable energy sources, circular economy, “green” materials, digital applications products etc. LUPs SUPs related holistic policy relevant horizontally affects wide range areas as: protection adaptation (for ecosystems biodiversity; agriculture; forestry; fisheries; water resources; coastal zones), built environment development, historic sites buildings, allocation public investments General Secretariat Spatial Planning Environment Ministry Energy main responsibility implementation procedures all proposed actions start 2022 end 2026. This paper focuses analysis current reasons this considered an immediate necessity legislative framework outcomes SUPs, which examined literature first time, contributing research present EU systems.
